Scope and Content

Correspondence with H.R. Cummings, head of the Information section of the League of Nations Secretariat, relating to discussion of Cummings' employment as a member of the [parliamentary press] gallery staff of the Manchester Guardian, with a letter of recommendation from Harold Elverston, politician, and accompanied by internal memoranda discussing the subject. Also included is correspondence relating to Cummings' resignation, and the decision to decline a potential return to work at the Manchester Guardian, which, owing to the advancement offered by his current employment by Sir Henry Newbolt, poet and writer, does not take place.

There is correspondence between Cummings and E.T. Scott relating to discussion of the transmission of documents and text of speeches between the League of Nations Secretariat and the press, with a complaint by Scott over the speed at which information is received, with reference to the Geneva protocol and M. Zimmerman's report on the financial situation of Austria. There is correspondence relating to discussion of the Geneva protocol, disarmament, tariffs, sanctions, peace treaties, and the relationship of the League [of Nations] with countries within the British Empire, with reference to the registration of the Irish-Anglo Treaty of 1924. Also included is correspondence relating to a request from Cummings that a notice of the publication of revised versions of the League of Nations pamphlet series be published in the Manchester Guardian, which is accepted.
