Copy letters to (Henry) Vivian Phillips (1870-1955), politician, relating to a response to a complaint by Phillips regarding an interview with Herbert Henry Asquith published in the Manchester Guardian, and an explanation that the report of the interview had been submitted to Asquith prior to publication and approved. Also included are copy letters relating to Phillips' complaint, sent to Clifford Sharpe, journalist, Graham Wallas, political psychologist and educationist, and Simon [unknown?]. There is a letter to James Bone, journalist, discussing the subject. Also included is discussion of the prospects of and Scott's support for the Proportional Representation Society, and of suggestions made in a report by the society.
