Correspondence with [William] George Fitzgerald, journalist, relating to discussion of disarmament, and Fitzgerald's concerns in relation to the growth of the American navy.

Also included is discussion of an article by Fitzgerald in the Quarterly Review, which reviews the ten years following the 18th amendment to the US constitution [on the prohibition of alcohol]. Fitzgerald proposes to send a copy to Scott, who has already read it.
