Scope and Content

Correspondence with Reginald Baliol Brett, second Viscount Esher (1852-1930), courtier, relating to a request from Scott that Esher write an article for the Manchester Guardian on his proposals for disarmament, which are under discussion by the Temporary Mixed Commission, which is declined owing to issues of confidentiality. There is reference to negotiations with France, and to Raymond Poincaré, prime minister of France, and details of the commission's meetings. Also included is a summary of the documents provided to Scott confidentially by Esher, written by A. Ryan, reporter at the Manchester Guardian, with reference to the difference of opinion of the need for a treaty between Esher and Lord Robert Cecil [Viscount Cecil of Chelwood], politician.

Also included is correspondence relating to discussion of a letter on an [unknown] political situation provided by Esher for anonymous publication in the Manchester Guardian. There is discussion of an article in the Manchester Guardian on Sir Eustace Percy, politician and educationist, and of Esher's poor opinion of Percy's views in relation to education and school teachers. There is also correspondence relating to the publication of an article by Esher on bolshevism in the Manchester Guardian, with discussion of Scott's approval of the style in which the article is written.
