Correspondence with Ernest Parke, journalist and editor, relating to an enquiry as to the accuracy of a statement made in an article in the Manchester Guardian entitled 'A Danger to the State', which made reference to a lack of general elections in which governments are elected without a majority of the votes cast. There is discussion of Parke's suggestion that in the general election of 1886, this was not the case. Also included is an internal memorandum with voting figures from the 1886 general election.
