Foxwell began her career training as a nurse at St Bartholomew's Hospital from 1916. She later undertook midwifery training in Plymouth before studying medicine at the University of Manchester. After qualifying, Foxwell held junior positions at the Manchester Northern Hospital and MRI and was assistant medical officer for Withington Hospital Manchester. She then moved to Devon where she became a MOH. Foxwelll was a member of the Society of Medical Officers of Health.
