Galloway was born in Birkenhead and received his medical education at Manchester and Edinburgh. After qualifying, Galloway held various junior appointments, first at Edinburgh, then in Manchester at Baguley Sanatorium, Monsall Fever Hospital and Crumpsall Infirmary. Galloway then went into public health and served as assistant medical officer of health for Lancashire County Council and Bolton, becoming medical officer of health for Dewsbury in 1929. In 1932 Galloway was appointed medical officer of health for Bolton and remained in this position until his death. He was a member of the Society of Medical Officers of Health and became lecturer in public health at the University of Manchester in 1948. Galloway died on 5 June 1950.
