Fletcher studied at the Victoria University Manchester. He was senior resident medical officer at Salford Union Infirmary, St Mary's Hospital Manchester and Salford Lying-in Hospital. Fletcher was a general practitioner in Higher Broughton and was a honorary lieutenant in the RAMC.
