Fay, the son of Hugh Patrick and Anne Howard Fay (see above), was born on 18 December 1926. He studied at the University of Manchester, taking a degree in mathematics and physics before doing his medical training. Fay then held junior positions at MRI and Withington Hospital Manchester before working in general practice in Heaton Mersey.
