Colley graduated from the University of Manchester in 1918. He appears to have spent most of his career in Weymouth, Dorset, where he was honorary surgeon at Weymouth and Dorset County Royal Eye Infirmary, and honorary ophthalmologist at Dorset County Hospital and Dorset and Weymouth District Hospital. He published several articles on ophthalmological subjects.
