Fox was born on 1 August 1873 in Warrington. He was educated at Owens College Manchester and St Bartholomew's Hospital. After qualifying Fox was house surgeon at MRI, Manchester Southern Hospital and Salford Royal Hospital. He then decided to specialise in diseases of the eye and went to the Royal London Ophthalmic Hospital as clinical assistant. He later became honorary surgeon and honorary ophthalmic surgeon at Warrington Infirmary. Fox was a member of Manchester Medical Society and the North of England Ophthalmological Society. He died on 31 March 1938.
