Edward Moreton (or Morton) Garstang was born in Bolton on 6 April 1849, the son of Thomas Blackledge Garstang, surgeon. Garstang studied at Bolton Grammar School and the Royal Manchester School of Medicine. Garstang was house surgeon at Bolton Infirmary from 1874 to 1877 and was later medical officer of health and public vaccinator for Tonge District, Bolton Union. Garstang was honorary surgeon at Bolton Infirmary and Children's Hospital.
