Born in Bolton, Ferguson spent three years working in a printing office before embarking on medical training at Owens College Manchester. Ferguson began work in general practice in Burnley where he became medical inspector under the Factories Act. Ferguson later became medical officer of the Burnley Joint Hospital Board and medical superintendent of the district sanatorium and the smallpox hospital. Ferguson was one of the strongest supporters of the BMA, which he joined in 1886 and held various offices. He died on 24 July 1943 aged 86.
