Carr studied at Manchester and after qualifying held the position of assistant resident obstetrical officer for Withington Hospital, Manchester. He was a regional medical officer for seven years before his appointment as senior medical officer at the Ministry of Health in 1963. Carr contributed to the introduction of multidisciplinary health centres and specialist post-graduate training for general practitioners. When Carr retired he became chairman of the National Society of Non-Smokers, and was honorary vice-president in 1993.
