Frank was born in Budapest on 5 December 1933. He was educated at Manchester Grammar School and Liverpool University. Frank was senior house officer (in paediatrics) at Wythenshawe Hospital Manchester and Duchess of York Babies Hospital before entering general practice. Frank was also a research fellow in the Department of Preventive Medicine at the University of Manchester, later becoming director of the GP Research Unit of the North West Lung Research Centre and Wythenshawe. He was a member of the International Society of General Practice.
