Evans, known as Arnold, was born in Sheffield in 1862 and undertook his medical education at Owens College Manchester. After qualifying, Evans held junior appointments at MRI, Staffordshire General Hospital and Monsall Fever Hospital Manchester. Evans then moved to Bradford where he worked in general practice before taking up the post of medical officer of health in 1890. During his time as medical officer of health Evans undertook important public health work and was a fellow of the Royal Sanitary Institute. In 1912 he resigned his appointment and later took up general practice in Oakworth. Evans died on 7 July 1924.
