Baker was born in London on 24 January 1924. He was educated at Manchester Grammar School and the University of Manchester before holding house positions at MRI and Crumpsall Hospital. He was a lecturer in pathology University of Manchester, and later became Director of Pathology for the Norfolk and Norwich Area.
