Clegg studied at Owens College Manchester before holding positions as medical officer at the General Hospital for Children, Manchester, and as house surgeon and assistant medical officer for MRI. Clegg later worked in general practice in Urmston, near Manchester, and was a member of Manchester Medical Society .
