Barlow was born in Manchester on 17 October 1893. After leaving school he qualified in pharmacy before volunteering to serve in a field ambulance unit in France from 1914 to 1918. He returned to Manchester to qualify as a doctor before being appointed house phys at MRI. Barlow was MOH for Brierfield, and in general practice in Brierfield, Lancashire from 1923 until his retirement in 1962. Barlow was a fellow of the BMA.
