Arnold trained at Owens College and was editor of Manchester University Medical Students Gazette. He was assistant resident medical officer at Monsall Fever Hospital before becoming assistant medical officer of health for Manchester and lecturer in infectious diseases at University of Manchester. He later became MOH for Croydon and Medical Officer for the Ministry of Health. Arnold was a fellow of the Society of MOH and the Royal Society of Medicine. He died in Worthing on 6 August 1948.
