Fulton was born in Edinburgh on 5 March 1920. After qualifying at the University of Edinburgh, Fulton held junior appointments at Edinburgh Royal Infirmary and served as a captain in the RAMC. In 1947 he was appointed locum resident medical officer at Stepping Hospital, Stockport and the next year became resident medical officer at Crumpsall Hospital Manchester. In 1952 Fulton was appointed registrar to the department of cardiology at MRI and was promoted to senior registrar before being appointed consultant physician for Stockport and Buxton Hospital Group. Fulton was a member of Manchester Medical Society and the British Cardiac Society.
