Fletcher was the son of Doctor Joseph Lyon Fletcher. He studied at Owens College Manchester and in Edinburgh and was clinical assistant at Edinburgh Royal Infirmary and assistant demonstrator in pathology at the University of Edinburgh. He was later resident medical officer at the Hospital for Consumption in Bowdon before holding public health positions, including medical officer of health for South Darley, public vaccinator and medical officer for Winster District, Bakewell Union. Fletcher died on 3 March 1935 aged sixty six.
