Barber was born on 15 March 1903. After graduation he served as a ship's surgeon before entering general practice in Warrington in 1929. Barber was a member of the Liverpool Medical Institute and a fellow of Manchester Medical Society . Barber had been president and chairman of the Merseyside Branch of the BMA and was honorary secretary of the Warrington Division from 1939 to 1953. Barber died on 12 December 1973. He was the father of Peter John Barber.
