Fox studied at Royal Manchester School of Medicine and at Guy's Hospital. He practised for a while in Norwich and was medical officer of health for Cockermouth. He later moved to Lymm, Cheshire, and was medical officer of health for Mid-Cheshire. Fox was a fellow of the London Medical and Meteorological Societies. He was also a member of the Epidemiological Society and was president of the North West Association of Medical Officers of Health.
