Bailey was born in Manchester on 14 December 1897. After studying at Manchester he held house positions at MRI and St Mary's Hospital. Bailey was honorary obstetrician and gynaecologist at Stepping Hill Hospital, Stockport Infirmary, Ancoats Hospital and St Mary's Hospital, Manchester. He was also lecturer in obstetrics and gynaecology at University of Manchester.
Bailey was a member of Manchester Medical Society, the Royal Society of Medicine, and the North of England Obstetrical and Gynaecological Society, of which he was president in 1954. He died on 16 February 1989.
