Burke was educated at the University of Manchester taking the MB ChB in 1943 and the DPH in 1946. in 1947 she was appointed to maternity and child welfare section of Manchester Corporation's health Department. She was dismissed from this post in 1959, following an acrimonious dispute within the Corporation.
