Bedi was born on 20 May 1953 in India. He studied at Bristol University before becoming a clinical lecturer in child dental health at the University of Manchester in 1979. In 1983 he was appointed clinical lecturer in children's dentistry and orthodontics at the University of Hong Kong. Bedi was a member of the International Association for Dental Research, the International Association of Dentistry for Children and the British Paedodontic Society.
