MB ChB Manch 1903.
Coogan studied at Owens College Manchester before working as house physician at MRI. He was later appointed senior resident medical officer at Chorlton Union Hospital (later Withington Hospital, Manchester) and anaesthetist at MRI. Coogan was a member of Manchester Pathological Society. He died on 2 March 1963.
