Binless was born in Farnworth, Lancashire on 9 July 1930. He held junior positions at MRI, Hope Hospital Salford, Bolton and District General Hospital and Bury General Hospital before working in general practice in Stockport. Binless was a member of Manchester Medical Society and a fellow of the Royal College of General Practitioners.
