Fletcher, son of a Dr Fletcher of Manchester, gained his medical education at Owens College Manchester. He was assistant house surgeon at Sheffield Royal Hospital and house surgeon at MRI before being appointed school medical officer for Ince and medical officer of health for Ince Urban District Council. Fletcher died near Truro on 1 February 1956.
