This volume contains a work on military reform compiled from Latin sources in 1143 AH (1730-31 CE) by İbrahim Müteferrika. The work starts off with an overview of governance structures in a number of European states before proceeding to a description of various sciences (including geography, physical, and astronomy) with an eye towards the establishment of a new military order.
