This item is a ferman ordering the Customs and Harbour authorities of İstanbul to allow the British vessel Proteus, commanded by Captain John William James, to proceed with its cargo to the Black Sea. The document bears the tuğra of Sultan Mahmud II in black ink. The ferman is dated 1234 AH (1818-19 CE).
