Lowe gained his medical qualifications from Liverpool University in 1954 and then trained as a psychiatrist. He was registrar and research assistant in Manchester before going to Oxford as senior registrar in 1963. Lowe was consultant psychiatrist to Wigan and Leigh Hospitals from 1965 to 1973, to Stockport Hospitals from 1973 to 1991 and then at Cheadle Royal Hospital.
