Mohr was consultant neurologist to Hope Hospital Salford. He was educated at the University of Manchester, qualifying in 1969, and held neurological registrar posts at MRI and Queen Elizabeth Hospital Birmingham. He gained his FRCP in 1990 and was a member of the Association of British Neurologists. Mohr was honorary curator of the University of Manchester Medical School Museum and a member of the Society for the Social History of Medicine.
