Locke was born on 1 May 1914. He gained his medical qualifications at the University of Manchester in 1937. After qualifying, Locke was house physician at Stockport Infirmary. He was assistant radiologist at King's College Hospital before being appointed consultant radiologist at MRI. He was director of the department of radiology at MRI from 1971-79. He was also lecturer in radiology at the University of Manchester. Locke was a member of the British Institute of Radiology, the Thoracic Society, and a fellow of the Royal Society of Medicine.
