Leigh was a medical student at Owens College Manchester and held junior positions at Manchester Northern Hospital and Preston Royal Infirmary. He was senior assistant medical officer at Westmorland Sanatorium before settling in Lancaster. Leigh was assistant tuberculosis officer to Lancashire County Council and was promoted to consultant tuberculosis officer in 1934, a position he held until he retired in 1940. Leigh was honorary treasurer to the North West Tuberculosis Society, and a member of MMS and the Society of Medical Officers of Health. He died on 12 November 1943.
