Newell studied medicine at the University of Manchester, graduating in 1916. He then served in the RAMC in France and Italy. He returned to Manchester after the war and worked at MRI, Manchester Northern Hospital and Stockport Infirmary. He was appointed honorary assistant surgeon at MRI in 1936. Newell was secretary of the Manchester Joint Hospitals Advisory Board from inception in 1936 to 1948, and he also served on the board of the Manchester Regional Health Authority. In 1950 he was appointed first dean of postgraduate medical studies at the University of Manchester Newell was active in the BMA ad was president of the South Lancashire and East Cheshire branch. He was also president of the Manchester Medical Society in 1957.
