Mills gained his medical education at the University of Manchester where he won a number of prizes. He held house appointments at Salford Royal Infirmary before settling in general practice in St Anne's on Sea. Mills was a member of MMS. Mills later became a pathologist to the Royal Berkshire Hospital and was assistant lecturer in pathology to the Welsh National School of Medicine in Cardiff.
