Mann, the son of Robert Manners Mann, received his medical education at Owens College Manchester. He settled in general practice in Manchester and was medical officer to the Manchester Post Office and surgeon to the Great Western Railway and the Warehousemen and Clerks' Providential Societies. Mann was later appointed surgeon to Manchester and Salford Lock Hospital and medical officer and public vaccinator in Manchester Union.
