Milner, the son of Edmund Taylor Milner, gained his medical education at Manchester and Cambridge. He held resident appointments at MRI, the Royal National Orthopaedic Hospital, and Salford Royal Hospital. In 1929 Milner began to devote himself to orthopaedic surgery and became orthopaedic registrar at Ancoats Hospital Manchester. The following year, Milner held the Dickinson Pathology Scholarship. Milner was also orthopaedic surgeon to Hope Hospital Salford and Eccles and Patricroft Hospital. He later became consultant orthopaedic surgeon to Bolton Royal Infirmary, before retiring in the 1960s. He was a member of the British Orthopaedic Association, Manchester Surgical Society and a member of the committee of MMS and was president of the section of surgery.
