Okell studied medicine at Owens College, qualifying in 1886. He practised at Winsford, Cheshire, and held appointments as surgeon at the Albert Infirmary, Winsford, medical superintendent of the Isolation Hospital Davenham, and surgeon of the Memorial Cottage Hospital, Tarporley.
