Parks studied medicine at Manchester Royal School of Medicine and qualifying with the MRCS in1866. He was in practice in Bury, and was a member of the Manchester Medical Society and MMES. An active politician, he was a local councillor in Bury for many years and chairman of the council's health committee. He served as mayor of Bury, and was knighted in 1914. Parks appears to have concentrated on his business interests in later life.
