Maxwell was born on 27 January 1904 and gained his medical education at Leeds University. He held resident appointments at Halifax General Hospital before entering general practice in Manchester. After taking the diploma in laryngology and otology in 1949, Maxwell became aural surgeon to the Manchester Victoria Memorial Jewish Hospital and ENT surgeon to Booth Hall Children's Hospital and Manchester Ear Hospital. Maxwell was a well respected surgeon, and was later consultant to the Ministry of Pensions and to Manchester Education Authority. Maxwell was a member of MMS and the Royal Society of Medicine. He was an active member of the North of England Otolaryngological Society and was chairman of the Manchester branch of the medical section of the Friends of the Hebrew University. Maxwell died on 2 March 1976.
