Perkins was born in Manchester on 2 June 1960 and was educated at Manchester Central Grammar School and the University of Manchester, where he qualified in 1953. Perkins held resident appointments at Withington Hospital, Oldham Royal Infirmary and Ancoats Hospital. He was registrar at MRI and senior registrar at Crumpsall Hospital and Baguley Hospital before being appointed consultant physician to Wigan and Leigh Hospital Group in 1961. Perkins was a member of Manchester Medical Society.
