Portnoy graduated from the University of Manchester in medicine in 1936, took the MD in 1938 and received a PhD from the University of New York in 1951. He was honorary surgeon at the Manchester and Salford Hospital for Skin Diseases, and a lecturer in dermatology at the University of Manchester. He was former president of the North of England Dermatological Society.
