Hitchon was educated at Owens College and qualified MRCS LRCP in 1889. He spent his professional career in Heywood, Lancs, as the MOH and schools medical officer for Heywood. He was active member of the Rochdale Division of the BMA, and was a former president of the North West Branch of the Society of MOH.
