Moir was educated at the University of Manchester and graduated in medicine in 1908. He was in practice at Congleton, Cheshire and was honorary medical officer at Congleton War Memorial Hospital. He published widely on medical and medico-legal topics, and was medical adviser for the Home Guard in Anglesey during the Second World War.
