Hall was educated at the University of Manchester, receiving the MB ChB in 1907, the DPH in 1910, and the MD in 1925. He held hospital appointments in Manchester, Lincoln and Derby. He was MOH for Lancashire until 1950 and was president of the Society of Medical Officers of Health. Hall died on 16 August 1962, age 77.
