Higgins was professor of health sciences at the University of Manchester Business School and director of the Health Services Management Unit. During the 1990s she was chair of a number of regional health bodies, and in 2002 was appointed chair of Christie Hospital NHS Trust. Higgins had previously been professor of social policy at the University of Southampton.
