Lilley, the son and grandson of general practitioners in North Manchester, was educated at Manchester Grammar School and the University of Manchester. He joined his father of the same name in practice in Middleton. In 1948, Lilley joined the Ministry of Health as regional medical officer. He was promoted to divisional medical officer at Birmingham in 1960 and in 1966 returned to Manchester to head the North-Western Division until his retirement in 1969. Lilley died on 11 January 1979 aged 74.
